Chief Harley Chappell


We are very honoured to have Chief Harley Chappell of the Semiahmoo First Nation in attendance today.


Harley Chappell was elected to serve as Chief of the Semiahmoo First Nation in 2016.  He married wife Rachael in 2008, and together they have three sons, Brandyn, Jace, and Thales, and one daughter, Kimora. 



As Chief, he has been a strong advocate for reviving the local shellfish population, revitalizing the Semiahmoo language and culture, ensuring good stewardship of oceans, rivers and lands, and improving relationships with municipal and indigenous partners in the region. 


In addition to serving as Chief, Chappell is also the owner and instructor of Pacific Top Team Brazilian Jiu-Jitsu in Chilliwack.

Meet the Mayor and City Council

Mayor Brenda Locke


Brenda Locke was elected as Mayor of BC’s second largest city on October 15, 2022. She is a Mom, Nana and resident of Surrey for more than 4 decades. Mayor Locke’s record of public service has been extensive. She has served as a City Councillor, MLA and Minister of State for Mental Health & Addictions. She has worked with Surrey Urban Mission for many years. Her 25 years of experience as an Executive Director of healthcare, hospitality and of non-profit organizations has also been integral to advancing numerous high-profile issues by building excellent working relationships with government, non-profits and the business community.

Meet the Master of Ceremonies

Bill Brooks

Chamber President and Chair;

Managing Partner, BEC Entertainment Network Inc.


Bill, a longtime resident of the South Surrey - White Rock area, is an accomplished Event Marketer, Promoter and Producer with a proven track record designing, building and executing dynamic, entertaining and profitable events through contracts with clients and industry contacts.


Managing the process with stakeholders includes funding procurement, strategic partnerships, government relations, marketing communications and event marketing & management. He is a member of the City of White Rock Public Art and Culture Advisory Committee, a Board Member of the Rotary Club of Semiahmoo and is the Chair of the Youth Service Committee. Bill is also the President of the Penmar Community Arts Society which supports local community arts initiatives.

Entertainer, Richard Tichelman

This charismatic pop recording artist, singer/songwriter and guitarist builds on a CV already stacked high with countless accolades and awards, two EPs, and performances on marquee stages from Toronto to Los Angeles and many points in between as both headliner and sought-after supporting artist.  

 

Richards released “MISSING YOU” and “RED LIGHTS” in 2023. Red Lights will be a hot topic to perform live. Richard wrote this single in Nashville with David “Messy” Mescon (Nicki Minaj, Ariana Grande) and Kenny Sharp. The track was mixed by the legendary Mike Fraser (AC/DC, Metallica) and produced by Giordan Postorino (Alessia Cara) at Toronto’s Metalworks Studios. “RED LIGHTS” was selected as one of the winners in the USA Songwriting competition.


With assistance of a grant from FACTOR BC, and a Distribution Deal with XOXO Entertainment, he is preparing for the release of his debut album, “In & Out of Love”, spring 2024.



His single “HANDS” earned him a CMW featured artist showcase, he was a winner in the Unsigned Only Music Competition in the Pop/Top 40 category, as well as he earned himself the Grand Prize Winner spot in the Jim Beam® Bourbon’s Virtual National Talent Search in partnership with Canadian Music Week. The competition’s webisodes garnered over 5.7 million impressions and counting. He performed live on stage at the Wheatsheaf Inn & the El Mocambo in Toronto at 2022 Jim Beam® INDIE Awards. Richard performed again at the CMWs for 2023. Richard was selected as 1 of 10 Musicians to take part in a 5 week mentorship program, CMI AE West held at Studio Bell, the National Music Center in Calgary for the month of November 2023.

The Chamber is a not-for-profit membership based organization. We have a long and established history in the area, dating back to 1937. Many businesses in the community have taken advantage of the numerous resources we make available. This has been especially true through the pandemic. We support, advocate for, connect and promote our members and the overall local business community. We have organized and made available support local campaigns, business courses, in-person and virtual events, industry roundtables, community town halls, etc..
